During a career spanning 36 years in the police service, Navin Chandra Joshi has had the experience of looking into all aspects of policing in the country which included district policing, police administration, administration of the paramilitary forces, vigilance, security and police research and development and prisons.

Navin Chandra Joshi joined the Indian Police Service in 1970 and was allotted the Himachal Pradesh cadre. After the basic training at the National Police Academy, Mount Abu , Rajasthan and Police Training College, Phillaur, Punjab, he joined as Assistant Superintendent of Police  of Shimla in March 1972.

Promoted as Superintendent of Police, Kinnaur in December 1973 and remained there till June 1976. During this period, he looked after all aspects of police functioning of the district including law and order, security, crime, etc.

Thereafter Navin Chandra Joshi went on deputation to Government of India in SSB (currently known as Sashatra Seema Bal) and remained in this organization for six years till 1982.

From 1982 to 1983, Navin was associated with Kudal Commission of Enquiry, New Delhi looking into the affairs of Gandhi Peace Foundation and allied organizations.

After this, he joined as Assistant Inspector General, Headquarters in the office of Inspector General of Police, Shimla, looking after the general administration of the Police Department till June 1985.

From July 1985 onwards for two years, Navin was with the Lokayukta of Himachal Pradesh, Shimla. His job included enquiring into allegations of financial impropriety against officials in high positions.

In August 1987, Navin Chandra Joshi joined the Special Protection Group (Government of India) New Delhi,  as Deputy Director (Deputy Inspector General of Police). This organization looks after the security of the Prime Minister of India and his family members and he was associated with the various aspects of planning and execution of the security operations. In 1992, Navin Chandra Joshi was promoted as Joint Director (Inspector General of Police). He remained with this organization for almost 10 years, until April 1997.

After that Navin went back to his parent cadre Himachal Pradesh Police and remained posted there as Inspector General of Police / Additional Director General of Police, Shimla looking after the Law and Order in the State for 4 years till March 2001.

Navin Chandra Joshi went back on deputation to Government of India and worked with the SSB, from April 2001 to February 2004 as Inspector General / Additional Director General of Police , New Delhi. During this period, he looked after the general administration of this organization as also its deployment and operations on the Indo – Nepal and Indo – Bhutan borders.

He then joined as Director General of Police, Vigilance, Shimla, Himachal Pradesh in the last week of February 2004. His job profile included overall administration and supervision of the vigilance organization of the State and looking into cases of financial misconduct against public servants.

In January 2005, Navin Chandra Joshi joined as Director General of The Bureau of Police Research and Development, New Delhi. This organization is charged with the task of identifying the needs and problems of the police organizations all over the country and initiates studies to find appropriate solutions. It also keeps abreast of the latest scientific and technological innovations and introductions of new procedures all over the world in order to tailor them to suit the requirements of the police organizations of India and encourages their adoption. It also caters to and coordinates the training requirements of the police forces all over the country. It also has a Correctional Administration division which identifies the problems of prison administration in the country, conducts research and suggests improvement in the field. As Director General of this organization, he was the overall in charge supervising the functioning of this organization. Navin retired from this position in June 2006
